Through an Oct. 24 Federal Register notice, the Housing and Urban Development Dept. offers the initial implementation guidance for program changes required under the Housing Opportunity Through Modernization Act of 2016 (PL 114-201). In July, President Obama signed new law to comprehensively update the nation�s low-income housing programs through improving federal rental assistance programs at HUD.Specifically, the new law modifies HUD�s Housing Choice Voucher Program, including Section 8 low-income vouchers, at the Office of Public and Indian Housing. The HCV program is the federal government�s major program for assisting very low-income families, the elderly and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.
