PRINCIPAL OBJECTIVE:Provides Leadership in Reviewing, Creating Construction Policies, Procedures, and Processes to establish standards for guidance in the execution of CPG Construction activities. Satisfy current and changing regulatory and compliance requirements through continuous standards review and revision. Create, update and maintain construction training modules for (Standards and Operator Qualification) for internal construction personnel, and 3rd party contractors. Maintain close communications and working relationships with various CPG internal and external stakeholders: Safety/NRP/Land, Project Delivery, Engineering, Project Controls, Supply Chain, Standards, and System Integrity, to provide construction standard and industry best practices support, while maintaining and updating the construction chapter of the CPG Project Playbook and Construction Services internal website.ESSENTIAL FUNCTIONS:

Improve construction safety compliance through the use of proven standardized procedures and include them in CPG construction standards.

Supports the vision and strategic direction for the development of the quot;CPG Wayquot; with internal and external construction teams.

Updates standards as warranted due to regulatory compliance, operational needs and continuous improvement opportunities.

Ensure standards documents are quot;fit for the purpose intendedquot; to provide clear guidance that will assure safe, consistent, and cost effective execution of CPG construction work. Verify that there are no duplications, or crossover standards.

Supports the vision and strategic direction for the development, maintenance and communication of standards that cover construction of CPG facilities. (oversight and updating).

Create and implement training modules to support CPG construction teams on current construction standards and processes.

Coordination and oversight of CPG construction personnel training and Operator Qualifications Certifications.

Create and implement quot;on boardingquot; training for CPG construction personnel (Construction Superintendents).

Create and implement training for 3rd party construction inspectors to include CPG specific construction standard and process knowledge.

Coordination and oversight of 3rd Party inspection CPG training and Operator Qualification Certifications.

Prepares and oversees report preparation and conducts basic analysis of standards and processes.

Actively seek and incorporate feedback from internal stakeholders related to construction services team performance. Track and report this feedback to team Director.

Develop and maintain service-focused working relationships with both CPG and external partners to support all construction activities.

Attend industry policy maker meetings to learn about and incorporate industry best practices and lessons learned into CPG standards (i.e. INGAA).

Assist with analysis and reporting of failure events to determine changes to procedure documents, and best practices.

Assist in project Lessons Learned.

Manages budget to meet approved targets. Tracks and manages expenditures appropriately.

Assist with project audits to ensure compliance to processes and procedures.

SELECTION CRITERIA:

Safety-focused, excellent safety record.

Strong attention to detail and reporting accuracy required.

Engineering Degree or Associate degree in business administration or technical field preferred.

Expertise in natural gas operations and maintenance. Possesses functional knowledge in more than one of the following areas: Pipeline, Corrosion, Compressor, Measurement, Regulation, or Automation.

Experienced in natural gas pipeline compliance with federal regulations.

Experienced in writing standards, plans and procedures. Demonstrates excellent written and oral communication skills.

Experienced in natural gas operations procedure/standard development.

Understanding of applicable natural gas codes, procedures, policies, and regulations.

Demonstrated leadership experience in managing programs and projects.

Strong team development and leadership skills with change management experience; accepts change with grace and understands change principles.

Understands and expresses complex and sensitive concepts clearly, correctly, and in a well-organized form.

Proficient in operations support systems.(e.g. Workbrain, Expense Reporting System, Maximo, Protool, Project Management software. etc.).

Strong skills in the areas of team facilitation, collaboration, negotiation and influencing, process mapping, problem solving and creative solutions, and stakeholder management.

Ability to recognize strategic implications of problems and issues.

Proficient with Microsoft Word, Excel, Powerpoint, Sharepoint software. Skilled at preparing spreadsheets, reports and presentations.

Exercises independent judgment and initiates solutions. Has the ability to produce multiple, alternative approaches or solutions to opportunities or problems.

Demonstrated leadership experience in managing programs and projects.

Additional Information: Office 75%, field and other locations 25%; outdoors in all kinds of weather. Hazards are those typical to construction sites and during travel. Motor vehicle record check required. Overnight travel required, long duration possible.
