Physicians for Human Rights (PHR) is an independent not-for-profit organization that mobilizes the specialized skills, rigor and passion of health professionals and scientists to investigate and stop egregious violations of human rights. PHR focuses on mass atrocities and severe human rights violations against individuals.  PHR conducts research and investigations globally, and advocates for the:

 

Prevention of individual and small-scale violations from becoming mass atrocities.

Protection of internationally guaranteed rights of individuals and civilian populations.

Prosecution of perpetrators and accountability for violations.

 

PHR was founded in 1986 based on the idea that health professionals, with their scientific expertise, ethical commitment, and credible voices, are uniquely positioned to address human rights violations. 

 

Today, PHR’s expertise and voice is sought by human rights organizations, governments, United Nations agencies, international courts and tribunals, and local and regional groups.  The integrity of PHR’s research and investigations allows its work with others to raise awareness and press for change on the most severe human rights violations of the day. 

 

PHR is a co-recipient of the Nobel Prize for Peace.

 

Headquartered in Cambridge, MA with a small public policy office in Washington, DC, PHR is a 501c3 organization with an annual budget of approximately $6 million.  Served by a dedicated staff of 32 and a distinguished 18-member Board of Directors, and cadres of expert consultants and volunteers, PHR is supported primarily by multi-year grants from foundations, governments, members and individual donors.

Position Summary

 

Physicians for Human Rights, under new leadership and poised for growth, seeks an experienced, savvy, strategic thought-partner to be our next Director of Finance and Administration (DFA).  The DFA will play a critical role in partnership with our Executive Director and Senior Staff in strategic planning and decision making. The DFA will serve as the primary liaison to the board of directors’ finance committee, audit committee and investment committee.  He/she will work to strengthen PHR’s financial systems and reporting and help to design systems to enable planned organizational growth. 

 

As a member of PHR’s executive management team, the DFA helps set the strategic vision for the organization and help ready the organization in terms of systems, human resources and our overall team and managing multi-site locations.  Reporting to the Executive Director, the DFA directs our budgets and monthly financial reporting and oversees all accounting practices, including the annual audit, ensures proper internal controls and compliance to policies, oversees PHR’s investment account, work space, technology, and very importantly, our human resources.  The successful candidate will be a hands-on and participative manager and will lead a seasoned professional team of 4 including the Assistant Finance Director, Staff Accountant, Human Resources Manager and IT Manager. 

 

Responsibilities Include:

 

Provide effective and creative financial and other strategies to help enable the fulfillment of PHR’s strategic plan.

Supervise the operations of the Finance Department, including payroll, accounts receivable, accounts payable, cash receipts, cash disbursements and file and data maintenance.

Manage a professional staff in the areas of finance, human resources and IT.

Lead the annual budget process in conjunction with the Executive Director, Deputy Directors, Finance Committee and Department/Program heads.  Enable staff to take responsibility for managing their budgets.

Monitor current year’s budget, analyze and review on a monthly basis and effectively communicate and present the critical financial matters to the Executive Director and appropriate budget managers.

Collaborate with program and development staff and provide budgeting expertise in the grants and contracts application/writing process and review fiscal and compliance aspects of all grant applications and contracts prior to submission.

Manage and look for ongoing enhancements to financial and organizational policies and procedures.

Ensure the timely and accurate preparation and submission of financial statements to funders, the Board of Directors, and ED and Senior Management.

Oversee annual audit, including the A133 Audit.

Ensure compliance with state and federal laws, including preparing legally required financial documents, e.g., forms 990, 5500 and state-mandated financial documents.

Work with the Human Resources Manager to provide financial analysis to the ED for decisions involving employee benefits and business insurances.  Provide recommendations for cost-savings and efficiencies to Senior Management.  Work to recruit, hire and cultivate a high-functioning team. 

Work collaboratively and in coordination with other department heads; conduct effective interdepartmental communications and provide regular financial updates to members of senior management.

 

Qualifications:

 

Bachelor’s degree in Accounting or other business degree, MBA in Finance and Accounting or CPA preferred but not required.

5+ years of mid to senior level financial management experience, preferably in a nonprofit environment.

The ability to hire, inspire and maintain a team of top professionals. 

Demonstrated knowledge of nonprofit accounting and computerized accounting systems, and experience with financial related software (spreadsheets, accounting packages); experience with Sage Fund Accounting preferred.

Demonstrated budgeting skills and solid experience in financial systems with a strong knowledge of Generally Accepted Accounting Principles.

Experience managing grants and contracts, including federal awards.

Ability to identify and resolve problems in a timely manner; gather and analyze information skillfully; work well in group/individual problem-solving situations.

Ability to communicate financial concepts and results to non-financial managers. 

Ability to handle and prioritize multiple time sensitive projects.

Self-starter, resourceful in researching multiple potential solutions and strong analytical skills to assess best approach.

Technology savvy with strong communication and interpersonal skills and strong leadership and team building skills.

 Ability to maintain strict confidentiality in his/her work, exercising good judgment and discretion at all times. 

Excellent strategic thinking and long-range planning skills and proven ability to follow through.

Experience supervising IT and Human Resource staff preferred.

Accomplished at working in an environment that is demanding, fast paced, where there are competing needs and at times, limited resources.

International experience and a sense of humor are  a plus
