The ASEAN Community will transform ASEAN into a single market and production base with free movement of goods, investment, skilled labour, and increasingly free flow of capital and services. ASEAN Member States (AMS) are therefore starting to prepare their citizens to respond to demands for skilled and highly qualified workforce in all sectors. Therefore higher education is one of the priority areas of the EUASEAN Multi Annual Indicative Programme of 2011-2013 focussing to support student and academics mobility and research collaboration approaching the establishment of ASEAN Community by 2015.

The European Union Support to Higher Education in ASEAN Region (EU SHARE) programme will support institutions in ASEAN that are developing regional higher education frameworks of Quality Assurance, Qualification Frameworks and credit transfer. Through this programme, the EU will share its experience and expertise on the Bologna Process1 and the development of the European Higher Education Area (EHEA) which are relevant to institutions in ASEAN. These frameworks will contribute to mutual recognition, enhance the quality, regional competitiveness and internationalisation of ASEAN higher education institutions.

In order to be eligible for a grant, the applicant must:

be legal persons and

be non-profit-making and

be public or private bodies active in the field of higher education from ASEAN and EU countries which fall under the category of non-profit organisations. A partnership among these bodies is highly

encouraged and it is a clear advantage. Although partnerships are allowed, all aspects of activities will be managed by one organisation and

be established in a Member State of the European Union or ASEAN Member States and

be able to demonstrate to have regularly carried out activities in the field of higher education. Applicant and co-applicant(s) must have carried out such activities in the ASEAN Members State(s)

at least during the last three years at the time of the submission of an application and be directly responsible for the preparation and management of the action with the co-applicant(s) and

affiliated entity(ies), not acting as an intermediary.
