The Sourcing Manager – Biologicals & Chemicals executes sourcing activities, including but not limited to bid / auction creation, execution and analysis, spend and opportunity analysis and contracting for the assigned categories, as directed by the Strategic Sourcing Group Manager – Global Biologicals & Chemicals.This associate is also responsible for collecting and managing the financial performance activities of the team such as Plan of Purchase, Financial Scorecard, standard costing and PPV. This associate gathers the requisite information to create bids / auctions from Strategic Sourcing Managers and other souring professionals as required, in alignment with the strategic sourcing process.

The Sourcing Manager - Biologicals & Chemicals handles a wide range of two-way communication with and in support of Strategic Sourcing Managers’ Biologicals & Chemicals categories including, but not limited to confirmation on pricing inquiries, spend analysis and reporting and recommendations on supplier selection.

The Sourcing Manager leads supplier management activities for criticality 2 & 3 suppliers including compliance to supplier management metrics and contingency planning.

Performance is measured against timely execution of bids and contracts, and compliance to supplier management and financial reporting, as well as proficiency in the use of the applicable tools for the strategic sourcing process.

**The Sourcing Manager must demonstrate competencies in the following areas:**

* Familarity to the strategic sourcing process
* Supplier value management and continuous improvement
* Cost management practices, with history of delivery against targets
* Negotiation
* Quantitative and financial analysis
* IT systems including the Microsoft Office Suite and an ERP system
* Management of cross functional teams and working in a highly matrixed environment

**The following competencies are preferred, but not necessarily required:**

* Knowledge of contract creation and management
* Manufacturing and supply chain
* Project management
* FDA regulatory systems and compliance

**Experience:**

* A minimum of five to seven years of procurement experience required, with three to five years of strategic sourcing preferred.

**Education:**

* A bachelor’s degree is required.
* Preferred fields include Chemistry or Biology

**Travel requirements:**

* Up to 20%, depending on BD work location and assigned spend category

**Degree of Accountability:**

The Sourcing Manager is responsible for imlementation of strategic sourcing strategies and deployment of activity within the assigned scope of work. The Sourcing Manager initiates and drives communication and project plans to ensure effective delivery of savings and other deliverables against the sourcing strategy. The Sourcing Manager provides budget forecast input for area of responsibility. Jointly accountable for final standards and annual and quarterly forecast to Finance, and subsequent PPV reporting.

Performance is measured against agreed cost savings and value targets as well as how results are obtained through customer and supplier engagement.

The Sourcing Manager is accountable for the following:

* Negotiation of supplier contracts of substantial value to BD
* Availability of materials or services at optimum quality and cost levels
* Improvement of BD’s financial position through cost savings, non-price value opportunities and risk mitigation
* Where applicable, forecasting of forward price indicators to support business budget needs
