* The Director will lead the development of key public policy initiatives that are aligned with BD's priorities to drive timely access to quality healthcare and promote innovation. The Director will also be responsible for government relations strategies that leverage allied stakeholders, trade associations and the experience and knowledge of internal stakeholders to advance BD's public policy priorities. In addition, the Director will provide strategic and tactical leadership and advice on public policy issues to senior executives across the Company.
* Associate will be directly accountable for advancement of specific policy goals, e.g., biomedical research funding. Congressional support for increased provider reimbursement for innovative diagnostic tests, etc. In process, accountable for engaging with/creating teams within assigned businesses that will help identify policy challenges and opportunities, accountable for development of execution strategies that engage business leaders in policy campaigns and develop allies within and outside government. Directly accountable for effective representation of BD in assigned policy groups, and accountable for development of strategy to grow an assigned project area, e.g., PAC, grasstops program, etc.
* By promoting the "value" proposition, i.e., "value" of BD products to individuals (clinical) and healthcare systems (economic), seeks adoption of policies that, within scope of corporate purpose, create revenue opportunities for BD. In addition, using policy contacts, early warning alerts, etc., seeks to prevent enactment of policies that negatively impact BD revenue growth. Also, by engaging with product teams early in development process, seeks to create a policy environment financially supportive of BD product direction.
* While not directly associated with product quality, quality in public policy work product (written policy positions, oral communication skills) are essential to maintaining BD's strong reputation and credibility as a constructive stakeholder in public policy formulation. This type of positioning impacts stakeholder perception of the "quality" of the company, and such presence enables BD to influence direction of public policies in these and other areas.
* Promotes adoption of public policies in areas associated with healthcare broadly, as well as reimbursement and product reviews specifically, that assign appropriate "value" to BD technologies and thereby spur continued company innovation. This promotes corporate sustainability and achievement of revenue projections.
* Provides input into development of Public Policy and Government Relations budget; manages any consultants engaged to support assigned projects and manages costs associated with BD involvement in assigned policy groups.
* Accountable for overall management of public policy initiatives that link to business objectives, i.e., ensures business input in issue identification and prioritization, promotes business interaction with policymakers, etc. This role fosters leveraging of efforts across segments thereby promoting effectiveness and efficiency.
* Develop strategies for execution and engaging associates and others in campaigns to achieve objectives, and maintain regular communication with affected internal stakeholders relative to assigned issues, is also accountable for developing and executing federal "champion" program. This role promotes program sustainability and supports BD brand.
* Drives growth in one or more government relations "programs", as assigned, e.g. BD PAC, grasstops initiatives, etc.
* Serves as primary liaison with assigned federal, state and regional business, and healthcare policy organizations to ensure that organization agenda reflects BD public policy priorities.
* Work closely with VP - US PPGR to ensure implementation of comprehensive strategies associated with achievement of business liaison and issue assignments and to advance personal career objectives
* Manage cross business liaison coordination to advance shared learning, best practices, etc., and manage consultants required for assigned projects.
* Work with assigned business leadership; relevant technical teams

REQUIRED:
* 10 years healthcare policy experience
* Mid to senior level position working for a corporation or trade association
* Demonstrated leadership in policy organizations
* Solid contacts across healthcare, business and political spectrums
* Strong political instincts/judgment
* Education: BA in Political Science or relevant field
PREFERRED:
* Experience with/understanding or state policy processes
* Experience building and managing successful PAC and grasstops programs
* Experience organizing issue coalitions
* Education: Advanced degree in public policy, public health, politics or related field
