*Job Summary:*

This position has the major responsibility to play a critical role in BD’s Transparency Compliance Reporting function to develop process, technologies, and capability to comply with legislative transparency requirements. The Manager for Reporting and Metrics of BD’s Global Business Transparency Reporting function will be responsible for strategy to verify, extract and coordinate transparency data submission to various legal jurisdictions on interactions with healthcare practitioners and healthcare institutions, as required by the regulations. This would involve data and information from all major automated systems and manual templates from stakeholders worldwide: Creation of advanced data analytics from disparate data sources collected across business systems to assess Transparency KPIs and data metrics to identify trends and insights into the data collection, validation, remediation, and aggregation processes. Identify, device strategy, and coordinate the implementation of business process enhancements and solutions to address any identified issues or gaps and to streamline overall foundational business processes and improve quality of transparency input data.

*_Specific Primary Responsibilities:_***

*Business data management and strategic metrics*

* Manage the day to day data extraction, submissions, and file transfers from all transparency data sources to ensure timely coordination for processing, quality control monitoring and review.

* Build long term strategy for data extraction and operational plan for business continuity and efficiency via data analytics and mining tool, and configure system data business rules and conditions to ensure source data feeds will meet complex and different legal compliance requirements (data cleansing, data matching, validation, data source prioritization, de-duplication, exception identification, etc.)

* Develop and lead (via effective influencing and partnering across business stakeholder groups) well thought out processes and solutions improvement projects that take into account industry complexity, source data behavior and strategy to best harmonize information across business and data systems to mitigate gaps and improve business process and information quality.

* Manage completeness and accuracy in complex processes for BD Transparency such as the research project information register with significant spend and impact.

* Work closely with functional subject matter resources and leaders to lead business process improvement initiatives that would enable longer term operational efficiency and foundational long term strategic processes such as centralization of R&D information, master data enhancement, external vendor engagements, and marketing outreach initiatives to result in more effective engagements with our customers and partners.

* Manage Transparency program data processing activities to ensure adherence to the rigorous and highly auditable process defined in the playbook for BD’s compliance with Transparency reporting laws.

* Play critical and integral role in creation of new internal data standards, capabilities, and processes to enable compliance with these evolving and increasing global legal reporting requirements.

* Partnership with business leaders to gather input and create business metrics and analytics that would provide business intelligence and insight about our customers and vendors, as well as market trend information.

* Develop, monitor and continuously improve Transparency program monitoring procedures, metrics, analytics, and KPIs via review of spend data. Work closely with shared services Transparency operational team and Transparency data analyst to enable data tracking, trending and metrics.

*Operational Plans and Strategies*

* Manage and develop Transparency Analyst with ERP and transactional data expertise to build the processes and designs to enable the transparency strategy to proactively mitigate risk, and to enable routine reports that provide information to bring business intelligence and value for decision making.

* Work with the Transparency business stakeholders (cross functional core & leadership team), and shared services data processing team, to develop and operate business rules that are reflective of BD’s complex business environment to enhance process efficiency and in order to meet reporting requirements.

* Collaborate and coordinate closely with OUS transparency team members on global transparency data strategies by providing guidance as subject matter liaison to assure leverage of best practices, tools, and efficiency.

* Apply compliance and analytical mindset to address complex transparency requirements and share best practices to support global transparency solution strategy.

* Responsible to support Transparency Director in the management of Transparency compliance data providers, software solutions, and perform ongoing evaluation of quality and long term strategic fit for the Global transparency function.

* Evaluation of strategic data analytic tools to best improve and address complex BD data environment and identify best practice solutions to achieve effective and efficient data collection and analysis processes across BD.

* Develop and manage strong and robust KPI to measure quality and volume for data processing trends across systems and provide analytics to support longer term resourcing and solution decisions to best address the needs for emerging requirements.

*Subject Matter Expertise*

* Maintain current subject matter expertise in Global transparency requirements, trends, best practices, and standards and apply relevant business and process knowledge to ensure program procedures, data submission, data processing, and business metrics procedures are optimized.

* Provide transparency compliance guidance regarding commercial and business interactions with our customers and partners, and work closely with a wide-range of global stakeholders of all levels across BD business and functions to drive awareness and adherence to required procedures.

* Guidance and collaboration with technical experts across various technical disciplines from IT to R&D subject matter experts to manage and resolve issues related to data extracts or clinical trial related project information to ensure timely, complete, and accurate information from internal BD associates and external partners to meet legal requirements.

* Experience within a highly regulated environment and data analysis expertise to develop effective business rules and analytics. Develop and manage well thought out processes and solutions that take into account industry complexity, source data behavior and strategy to best harmonize information across business and data systems.

* Strong project management, systems, data analytics tools and rules development, and communication skills to handle high volume business data analytics and collaborate with business subject matter experts/leaders to effectively translate data into business intelligence or improvement opportunities.

*Skills (Required):*

* Strong technical skills and experienced user of SAP (Release 4.0 or above) and expense reporting system (e.g., Concur). Experience or familiarity with functional business applications commonly used in the healthcare industry a significant plus.

* Expert user of data mining and analytics tools such as SQL, ACL, IDEA, etc. and ability to write script within data analytic tools strongly desired.

* Experience with handling high volume complex data for compliance, knowledge of aggregate spend and applicable reporting obligations and requirements, including applicable Federal and state transparency laws, regulations, and guidance.

* Familiarity with developing transparency reports and the Federal and state report submission processes.

* Ability to understand and capture business process and general understanding of system flow dynamics

* Operational and people management experience.

* Excellent business acumen, with verbal and written communication skills.

* Ability to effectively present analyses and presentations to leadership.

* Experience in management and oversight of complex, cross-functional programs.

* Demonstrated ability to coordinate and effect change, and process improvements.

* Comfortable with data, data mining and ability to manipulate and work with different file types (flat, system downloads, etc)

*Years of Experience: *A minimum of 3-5 years of relevant experience and a minimum 2 years’ experience working in a compliance setting in the pharmaceutical/medical device/life sciences industry (in order to provide the business and technical complexity knowledge necessary).

Hands on experience with aggregate spend disclosure related activities and compliance data management/reporting strongly preferred.

Total years of work experience 8 years or more.

4 years in data analytics or relational database expertise. SQL, ACL, IDEA script writing and knowledge a significant plus. I-POST
