Devon Energy Corp.’s Victoria Express Pipeline LLC subsidiary is constructing a 56.4-mile pipeline connecting the Blackhawk delivery point in the Eagle Ford Shale’s oil-rich DeWitt County to an existing Devon terminal at the Port of Victoria.
