Victim appeared to be 'aloof and confused' prior to shooting, acquaintance says
A Harford County sheriff's deputy fatally shot a 19-year-old Bel Air man late Saturday night on the parking lot of the BP gas station in the Rock Spring area just north of Bel Air, police said.
