ATTY. JOSEPHUS B. JIMENEZ is a seasoned government public official, civil servant and a longtime corporate executive of the top three (3) big business conglomerates (oil, food and beverages) in the country. He has behind him 15 years of successful government service and 20 productive years in the business sector, 12 years in San Miguel Corporation, 3 years in Petron/PNOC and 5 years in Pepsi Cola. He has been a professor of Law and Humanities at night from 1969 to 2002 in various universities with a total academic experience of more than 30 years, all the while when he was working at daytime.

He has just completed his term as the LABOR ATTACHE in Taichung, Taiwan, after a successful stints as LABOR ATTACHE in Malaysia from 2005 to 2008, and in Kuwait from 2008-2010.

A former Undersecretary of the Department of Labor and Employment, from 2002 to 2005, Atty. JB Jimenez is a Career Executive Service Officer (CESO), a well experienced Human Resource Development Executive, a successful Labor Relations Practitioner, and a civic leader. He has had more than 30 years of solid experience in managing and leading people, solving people-related problems and building the capabilities of students, subordinates and clients.

He was a nominee by the JUDICIAL AND BAR COUNCIL in 2005 for the position of Associate Justice, Court of Appeals.

Hans Montenegro is an HR professional with over 12 years of experience spanning different aspects of HR in different industries.

He began his HR journey as Lead Technical Recruiter for IBM in San Francisco, USA back in 2000. Since then he has taken on HR roles in the broadcasting, market research and BPO industries as well as Business Development, Sales and P&L management roles in the HR technology and outsourcing space. He is currently the Director For Human Resources for Convergys Philippines.

He completed his Masters Degree in Counseling Psychology and HR at Santa Clara University in San Francisco and his BS Psychology degree from the Ateneo De Manila University in 1996.

In his spare time, he is an avid boxer, badminton player, and biking enthusiast.

​ATTY. RANULFO (NOLI) P. PAYOS was a lecturer in the De La Salle Professional School, Inc. Graduate School of Business’ corporate  governance program. He is the Chairman of a management  consulting firm, Change Management International, Inc.

He is the Vice President of the Employers’ Confederation of the Philippines (ECOP). Likewise, he was former member of the Board of Directors of the Technical Education and Skills Development Authority (TESDA) as a representative of the employer sector. He is Commissioner of the Tripartite Voluntary Arbitration Advisory Council and is currently a member of the Tripartite Industrial Peace Council.  Furthermore, he is a Diplomate in Personnel Management and served as President of the People Management Association of the Philippines (PMAP). He was a former member of the Board of Regents of Rizal Technological University.  He also became President of the Society of Fellows in Personnel Management. He was a former member of the Society of Human Resources of USA (SHRM)

Atty. Payos has had 31 years of professional experience in Human Resources Management occupying senior executive positions in several multinational companies until his retirement in 1994 as Senior Vice-President of Human Resources and Administration and Corporate Secretary of Eastern Telecommunications Philippines, Inc. He also held leadership positions in various professional and civic organizations. Moreover, he took up MBA studies and continuing management education and training programs in several reputable schools and institutions in the Philippines, U.S.A., and the United Kingdom.   He has also attended international conferences on human resources management and labor relations in U.S.A., Asean countries, Japan, Australia, Hongkong, Korea, Switzerland, Italy and Ireland.  His areas of expertise lie in Human Resource Management, Labor Relations, Training and Development, Manpower Planning, Executive Selection and Placement, Corporate Communications, Job Evaluation and Performance Management.

He is co-author of the book “Personnel Management in the 21st Century” – a revision of the book originally written by PMAP founder and first President, entitled “Personnel Management in the 21st Century,” and author of the newly-minted book, “Human Resource Management – From the Practitioner’s Point of View.”

Our resource speaker is a Business Lawyer. One of his areas or fields of expertise is Philippine labor & employment laws, which he has been studying since the year 1990. That was the year when he entered the U.P. College of Law. That’s more than 23 years of studying labor & employment laws, and he claims that he is still studying the subject up to now.

Insofar as handling labor cases is concerned, our resource speaker had the opportunity to handle actual or real life labor cases with minimal supervision from his law professors even before graduating from the U.P. College of Law in 1994.  He handled labor cases for 2-semesters or for almost 1 year as part of the requirements in his practicum subjects at U.P. After graduation, he continued to handle labor cases as an Underbar Associate of a Makati-based law firm. And thus, he was able to win several labor cases even before passing the bar examination and taking his oath as a lawyer in 1995.

In 1997, he was appointed as University Legal Counsel of U.P., where he handled numerous disciplinary cases of faculty members, non-academic personnel and students. He was given by the U.P. President the permission to practice privately his law profession; thus, he continued privately handling labor cases while still employed at U.P.

In 2003, he joined the National Labor Relations Commission (NLRC) as Executive Director and Clerk of Court of the NLRC Commission En Banc. In 2006, he joined the Philippine Senate as Chief Legislative Officer for the Office of the Senate President Pro Tempore, and also for the (Joint) Congressional Oversight Committee on Labor and Employment (COCLE), as well as for the Senate Committee on Labor, Employment and Human Resources Development. He was later conferred the highest Career Service Executive Eligibility (CSEE) by the Civil Service Commission.

He used to teach Labor Law at the Philippine Law School, while at the same time studying Human Resource Management at the University of Makati. He later became a Supreme Court-accredited lecturer on Labor Law for the Mandatory Continuing Legal Education (MCLE) Program, while serving as President of the Integrated Bar of the Philippines-Pasay-Paranaque-

LasPinas-Muntinlupa Chapter (or IBP-PPLM).

In 2007, our resource speaker established XCompliance Solution Inc., his own business and HR consultancy firm. In 2009, he co-founded The Law Firm of Parungao Malimas Sangalang & Gapasin, where he held the position of Senior Partner.

Atty. PoL Sangalang is now in the process of building a new law firm as he continues to hone his skills in Legal Coaching after extensively training in 2011 as an executive life coach. As Legal Coach, Atty. PoL wants to be more than just a legal consultant or legal counsel to his clients. He wants to be their mentor and trainer as well. He says that he finds more fulfillment if he can both serve his client and impart his knowledge and skills to them. For him, Legal Coaching is all about enabling and empowering his clients so that they can eventually “lawyer-for-themselves.”

He is a graduate of People Synergistically Involved (or P.S.I.).  He is also a graduate of The Landmark Education. He currently hosts the AM-band radio show “Equal Justice” at DZRJ 810 kHz every Saturday 2pm to 4pm. He is the President-Elect and Vocational Service Director of the Rotary Club of Makati Mckinley. He is a regular attendee of Bro. Bo Sanchez’ The Feast at The P.I.C.C.; and he is a volunteer of Kalikasan (a pro-environment network). He is now a Special Consultant to Congressman Roy V. Señeres of the OFW Family Club Party-List.
