Almost 200 trade associations from across the country called on Congress to oppose efforts to repeal reforms that have curtailed the two largest global credit- and debit-card companies’ anti-competitive practices. The 2010 debit reforms included in the Dodd-Frank Wall Street Reform and Consumer Protection Act returned competition to the debit card processing market by requiring that every debit card issued have at least two unaffiliated networks enabled to process transactions. Before the debit reforms, the two largest credit-card companies had blocked their competitors from processing debit-card transactions by paying their largest issuing banks to block other networks from appearing on the banks’ debit cards. This lack of competition and market manipulation drove up costs while stifling innovation. The reforms have ensured that debit networks now compete on price and security for both merchant and bank business. For the full letter and list of companies and trade associations, click here.
