ITANAGAR, Apr 23: The ‘Gram Uday Se Bharat Uday Abhiyan’ was observed across the state with Central Observers participating at various districts.

At Roing, Dy. Secretary, Water Resources, River Development & Ganga Rejuvenation, Nithya Nada Ray as the Central Observer visited Cheta- I &II villages on Saturday to oversee the celebration of Panchayat Day.

Speaking on the occasion, Ray exhorted the public to avail the benefits provided by the Government and urged them to open bank account under Jan Dhan Yojna. While enquiring about the facilities provided for public under Swatchh Bharat Abhiyan and other centrally sponsored schemes, he urged the executing agencies for proper implementation of every project.

EAC, N.K Namchoom urged the panchyati raj leaders and the villagers to know about various schemes being implemented by the government. She also informed about the various schemes provided by the government and exhorted the panchayat members for active participation.

To mark the occasion an essay and drawing competition was also conducted.

The function was attended by CO (incharge DPDO), Rakesh Tacho, DVO, Dr.Lego, panchayat members and other officials.

At Yingkiong, ‘Gram Uday Se Bharat Uday Abhiyan’ was conduct at Shimong village on Saturday with Deputy Secretary, GoI, Department of Personal and Training, CA Jacob attending as an Observer.

A Gram Sabha meeting was conducted were the villagers discussed on the sanitation, safe drinking water, MGNREGA, Pradhan Mantri Awas Yojana and Yammeng Hydro Power Project. The villagers were appealed to shoulder the responsibilities of cleaning the village and act as role model for others.

Among others, DC Upper Siang (incharge), Tapik Pertin, ZPM Yingkiong, Bading Teng and Gram chairperson, Nyogor Litin spoke at the function.

The Gram Sabha was also attended by Chairperson Anchal Samiti, Api Komboh, HoDs of various departments, public leaders, PRI members and Goan Burahs.

“Be a part of the planning process,” called Professor and head of National Institute of Rural Development and Panchayat Raj and CGARD, Guwahati, Dr Kamnak Hanoi. He was speaking as the observer at the Gram Sabha of 1-Bath Chimpu Gram Panchayat on Saturday.

He said that Gram Sabha as envisaged by Mahatma Gandhi can only be realized through appropriate Gram Panchayat Development Plan (GPDP).

The gram sabha was organized under the aegis of Gram Uday se Bharat Uday Abhiyan to discuss GPDP and to encourage villagers participation for successful implementation of My Village My Development Plan (MVMDP).

The villagers brought forth various civic amenities lacking in their respective villages and requested for inclusion of the same in the perspective MVMDP of Bath Chimpu GP.

At West Siang, Central Observer, D.C. Singh, Deputy Secretary Ministry of Shipping, GoI attended a Gram Sabha meeting at Peri village on Saturday.

Interacting with the Gram Sabha members of Peri, Kamki, Kunu Yami, Gemo Tali and Dego Kamki, Singh exhorted the members to make Gram Sabha an institution to promote public participation in rural local governance through identification of works, selection of beneficiaries, implementation, monitoring social audit schemes, and other wide range of programmes for economic development and social justice.

He disclosed that the Government is very keen to take stock of performance of the Panchayats at village level and has deputed 850 observers all over India to take stock of the functioning of Gram Sabhas from April 14 to 24 as part of the “Gram Uday Se Bharat Uday Abhiyan”.

The ADC-cum-District Panchayat Development Officer, deliberated on quantum of monetary grants from the Centre under 13th and 14th Fourteenth Commission and its utilization for rural economy and upliftment. He insisted on submission of utilization certificate by all Panchayat leaders for getting the second installment of central grants.

ZPM Kamba, Gedo Kato, ADO, Kirmin Kamki and ADC (incharge) Kamba, K. Kamgo, GPC Peri Kamki spoke on various schemes and its implementation in the Gram Panchayat. Circle Officer Aalo, Oni Padun, Gram Sabha members, public and GBs from different villages attended the meeting.

All Gram Sabha members were also administered oath on Swacch Bharat Abhiyan and commitment towards rural local governance. DIPROs
