POSITION SUMMARY
Become a core member of the Senior Management Team, reporting to the Executive Director, and provide agency-wide leadership in the areas of fiscal and financial management in order to meet fiscal, administrative, legal, and regulatory requirements and to ensure that Community Action achieves its objectives of empowering and serving low income residents of Franklin, Hampshire and Western Hampden County.
RESPONSIBILITIES:
Plan, organize and direct all aspects of the Fiscal Department including the development and administration of policies on finance, accounting, internal controls, budget, auditing and payroll.
Ensure Community Action meets all internal and external financial requirements by maintaining an efficient and up to date accounting system for disbursements, receipts, cash flow, payroll, purchasing, and account reconciliations; by maintaining an accurate record keeping system; and by providing direct supervision of fiscal staff.
Ensure that the Executive Director, Board of Directors, Policy Council and funding sources are informed of the fiscal status of the agency by providing timely financial statements.
Ensure the fulfillment of the overall agency mission by participating, as a member of the senior management team, in the planning and decision-making process of the agency.
Direct the management and planning processes of the agency by developing budgets, budget revisions, analyses and budget alternatives.
Ensure that program directors maximize their budgets by providing interim reports, technical assistance and expenditure guidance.
Facilitate continual improvement of the budgeting process through education of department managers on financial issues impacting their budgets.
Develop and maintain fiscal policies, procedures and manuals.
Ensure the corporate, legal and fiscal integrity of the agency by maintaining up to date insurance policies, by preparing and monitoring sub-contracts and leases, and by coordinating all external audit activity.
Provide strategic financial input and leadership on decision making issues affecting the organization; e.g., evaluation of potential grant opportunities or real estate matters.
Design, implement, and monitor fiscal systems to maximize effectiveness and efficiency of operations; ongoing analysis and research alternative fiscal/payroll systems to maintain the most effective systems.
Supervising equipment purchases, equipment maintenance, bidding procedures, inventory and fixed assets schedules.
Assist, when necessary, in the day to day operation of the Fiscal Office. Assist, when necessary, with the posting of the accounting records. Monitor cash flow including collection of receivables and payment of expenses.
Develop and maintain professional expertise by attending agency trainings, meetings, conferences and trainings as appropriate and available.
Participate in professional development activities and team meetings.
Maintain strictest confidentiality.
Perform related work as required.
QUALIFICATIONS AND SKILLS:
Bachelor’s degree in accounting or related field
Master’s degree in accounting preferred.
Five years of fiscal management experience including implementation of federal and state guidelines and three years in a nonprofit organization
Experience in accounting/payroll software analysis and implementation of software conversion is required with ability to automate financial processes
Excellent verbal (in-person and phone) and written communication skills
Excellent organizational and planning skills and attention to detail
Understanding of data capture and tracking methods
Establish credibility throughout the agency and with the Board as an effective developer of solutions to financial challenges
Sensitivity to cultural and socioeconomic diversity and the needs of individuals with low incomes
