Raila takes Cord drive for votes to Mombasa
Cord leader Raila Odinga has asked the youth to obtain national ID cards in readiness to vote in the 2017 General Election.

Cord co-principal Raila Odinga has asked the youth to obtain national ID cards in readiness to vote in the 2017 General Election.
Mr Odinga spoke when he attended an Iftar (breaking of the fast) dinner hosted by Mombasa Senator Hassan Omar at Fort Jesus on Tuesday night.
“Many people were unable to vote in the last elections. The time is now. I ask everyone to register as a citizen by getting a national identity card. The card will make you eligible to register as a voter as we prepare for the polls,” he said.
In the past, some ODM leaders have said that Mr Odinga failed to win the presidency in 2013 because many potential voters in his strongholds failed to register.
And last week, the Independent Electoral and Boundaries Commission (IEBC) said it was targeting to register at least 17 million voters before the 2017 election.
On Tuesday night, Mr Odinga did not comment on remarks by Kwale Senator Boy Juma Boy and some MPs that the Opposition would boycott the 2017 elections if IEBC is not reconstituted.
Senator Omar said he would join other leaders to ensure they meet the electoral agency’s target of 2.4 million voters in the Coast region.
CONSTITUTIONAL RIGHT
“The region must register more than two million voters. However, registering and failing to vote does not make sense. People must learn to exercise their constitutional right.
“In 2013, the commission sought to register 1.4 million voters (at the Coast). It got 1.1 million. It is unfortunate that only 800,000 turned out to vote. Please, if you want us to be safe, you must register and vote. Failure to do so gives our opponents a chance to claim tyranny of numbers,” he said.
Jomvu MP Badi Twalib urged Coast residents to drum up support for Mr Raila’s presidential bid.
“The weapon of winning the elections is not by word of mouth, but by registering as a voter. I ask the youth, women and men to get this tool, to help propel our leaders Mr Odinga, Mr Kalonzo Musyoka and Mr Moses Wetang’ula to State House in 2017,” he said.
However, Mr Boy supported the call by his Machakos counterpart, Mr Johnson Muthama, for the Opposition to boycott the next elections if the electoral agency remains intact.
“Cord does not fear clashing with Jubilee, but the commission must be reformed for fair elections,” said Mr Boy.
“My leader (Mr Odinga) has said we are not going to take part in the 2017 polls. We support him. We are not going to the elections with the commission as it is.”
On Friday last week, Mr Muthama had said that Cord would boycott the 2017 election after IEBC launched its five-year strategic plan despite being asked to postpone the launch by Cord.
The plan was launched last Thursday.
‘CHICKEN’ SCANDAL
During Tuesday’s Iftar, Mr Boy said IEBC had no moral authority to preside over the election because of the “Chicken” scandal.
Embakasi MP Irshad Sumra claimed that there was bias in the issuing of IDs, with Cord strongholds receiving lesser resources for the drive.
Two weeks ago, Mr Odinga met ODM lawmakers from Nyanza to discuss ways to enhance voter registration and acquisition of identity cards.
ODM Secretary-General Ababu Namwamba has already initiated voter registration drives in many parts of western Kenya and the Nyanza regions amid complaints of restricted issuing of ID cards.
Besides urging potential voters to sign up, Mr Odinga, who is also the ODM leader, accused police of failing to investigate extra-judicial killings especially at the Coast and in northern Kenya.
“Imams have been killed in Mombasa, but no one has been arrested. It is the same case in Wajir and Mandera. Mombasa was peaceful, one could sleep in the open.
“Tension has gripped the town. The economy has collapsed. Tourism has collapsed. Between 3,000 and 4,000 youths have been retrenched as a result of insecurity,” he said.
He said war-torn Somalia was not to blame for the situation.
INSECURITY
“Insecurity is not because we border Somalia. Ethiopia neighbours Somalia and they have their troops there. Terrorists are not entering, attacking the country because security agencies are doing their work diligently,” he said.
“Their detectives there are doing their work as required, leading to arrests before entry. The same to Djibouti. We must reform the security sector,” he said.
Mr Odinga also accused the Jubilee administration of stalling police reforms, which were meant to streamline operations for an effective force.
He also took a swipe at Deputy President William Ruto’s contributions during fundraisers, saying Mr Ruto must tell Kenyans where he gets the money from.
“The work of Jubilee is to check how they can get something in tenders and increments of prices. Deputy President’s salary is below Sh2 million, but every month he contributes to harambees up to Sh50 million. He claims he is generous. Tell us it is government money you are giving out,” said Mr Odinga.
Mr Ruto has in the past accused Mr Odinga of failing to give contributions at harambees. He also said he was donating money because he wanted blessings. He has also on several occasions asked Mr Odinga to leave him alone.
In a recent harambee, Mr Ruto said that his support for Mr Odinga in 2007 was the cause of his trial at the ICC.
