POSITION SUMMARY
Summary/Position Objectives: This is an Arizona office based position reporting to the Head of Business Information Services (BIS) this position is responsible for leadership, communication and mentoring, with emphasis on managing the day-to-day operations of the Operational Data Services subgroup within the BIS department. Incumbent manages the design, development, production delivery and maintenance of operational database solutions in accordance with the business objectives of the organization.Responsibilities: Plan all BIS Operational Data Services software development lifecycle activities, as well as provide administrative and management support for daily activities of the BIS department. Manages staff responsible for the technical aspects of system development, implementation and ongoing production support. Specific components include analysis, design, development, testing, and ongoing support for Medicaid BIS operational systems. Direct development and new plan implementation data requirements, data acquisition and ETL/data mapping projects; integrating new Medicaid operational data content into Aetna Medicaid BIS data models. Supervisory position developing and implementing robust operational data warehousing and specialized data mart solutions used enterprise wide by all staff levels. Specific data repositories include but are not limited to future Integrated Operational Data Base (IODB) and current Operational Services Data Base (OSDB).
EDUCATION
The highest level of education desired for candidates in this position is a Bachelor's degree or equivalent experience.

Education and Work Experience: Bachelors degree in Computer Science or a related discipline. Five (5) years MS SQL Server 2005/2008/2012 programmatic experience required. Eight (8) years of work experience in information technology and business process analysis. Eight (8) years of work experience in enterprise, application, and information architecture design; system development life cycle methodology and relational database experience is required. Experience with healthcare information systems and managed healthcare business needs. Minimum three (3) years people and project management experience required. Experience managing matrixed staff with ability to leverage non directs to complete tasks. Experience with relational/multidimensional data warehousing and modeling. Experience with QMACS/QNXT and various other healthcare data legacy systems/vendors.Additional Information: Recognized expertise with architectural abstractions and design patterns including object-oriented modeling principles and methods. Strong analytical and conceptual skills. Ability to create original concepts / approaches for various projects. Outstanding verbal and written communication skills, including formal presentations for all levels of management combined with strong collaboration/influencing abilities. Ability to effectively prioritize and execute tasks in a high-pressure environment. A team player exhibiting effective inter-personal skills and a collaborative management style. Strong Project Management skills. Extensive Healthcare or Insurance/Financial services industry knowledge.Work Environment Qualifications:Position is located mainly at a computer station, in an office environment. Incumbent may be required to sit for extended periods. Ability to work in a high stress environment required. This position requires an understanding of desktop procedures, perceptive problem solving, and the ability to read and follow directions. Incumbent is expected to interact one-on-one and communicate effectively with other employees and provide day-to-day work direction and mentoring to junior staff. In addition, some off hours work will be required, running larger batch processing requests during non-business hours. Positions Reporting:This position supervises a staff of BIS Operational Data Services developers/consultants.
