Watch English-language “Duet” and Spanish-language “Uña y Mugre”
For Immediate Release
September 26, 2016
Las Vegas, NV – Catherine Cortez Masto for Senate released two new ads today highlighting Congressman Joe Heck’s support for Donald Trump and their similar policy positions that will hurt Nevada families. In “Duet,” an English-language ad, Congressman Heck says he “completely” supports Donald Trump and trusts him with his finger on the nuclear button. In “Uña y Mugre,” a Spanish-language ad meaning “fingernail and dirt,” Nevadans highlight Congressman Heck’s continued support for Donald Trump, despite Trump’s criticisms of Judge Gabriel Curiel for his Mexican heritage. They also discuss Trump and Heck’s similar policy positions, including taking away funding for education.
“Congressman Joe Heck wants to have it both ways: he supports Donald Trump and his policies, but he remains silent on Trump’s offensive rhetoric, and will ‘help achieve’ his goals in the United States Senate,” said Sarah Zukowski, spokesperson for Catherine Cortez Masto for Senate. “But Nevadans know that Congressman Heck will be a rubber stamp for Trump’s agenda in Washington. Heck trusts Donald Trump with the nuclear codes, has voted to cut funding for Pell grants, and has “high hopes” for a Donald Trump presidency. If Nevadans can’t even trust Congressman Heck to stand up to Donald Trump, how will stand up for them?”
BACKGROUND
Duet
Despite Donald Trump calling Mexicans “criminals” and “rapists,” Congressman Joe Heck says he has “high hopes that we will see Donald Trump become the next president.” Trump mocked a reporter with a disability, but Congressman Joe Heck said he “completely supports” Trump.
Even though 50 of the most senior Republican national security officers have warned against a Donald Trump presidency, Congressman Joe Heck trusts Donald Trump with his finger on the nuclear button.
Uña y Mugre
Both Donald Trump and Congressman Joe Heck support plans to cut funding for education. Congressman Heck has voted against funding for Pell Grants, and Donald Trump wants to cut the Department of Education.
Congressman Joe Heck still supports Donald Trump’s candidacy, even though Trump attacked Gabriel Curiel, a federal judge, for his Mexican heritage.
CATHERINE CORTEZ MASTO FOR SENATE “DUET” – 9/26/16
VOICEOVER: “I’m Catherine Cortez Masto and I approve this message.”
FACT: CATHERINE CORTEZ MASTO SPOKE OUT AGAINST DONALD TRUMP’S MISOGYNISTIC AND RACIST RHETORIC…
Cortez Masto Slammed Donald Trump’s Awful Comments About Mexican Immigrants, But Heck Agreed With Trump That Ending Birthright Citizenship Needs To Be Discussed. “So far, however, Heck has also been dragged into the Trump mud. At an appearance at the Las Vegas Metro Chamber of Commerce last week, Heck said ending birthright citizenship ‘needs to be part of the discussion,’ even as he said, ‘I don’t talk about Donald.’ Former state Attorney General Catherine Cortez Masto, the leading Democratic candidate to replace Reid (who is retiring), is Latina, and has taken to Facebook to slam Trump while implicating other Republicans: ‘We’ve all heard Donald Trump’s awful comments about Mexican immigrants – they’re so offensive that I won’t repeat them here. And as someone who would be the first Latina to ever serve in the U.S. Senate, I’m especially disgusted,’ she wrote in July. ‘But some extremist Republicans are actually defending Trump’s outrageous remarks! It’s baffling, and it’s flat-out wrong. That kind of hateful speech has no place in our politics.’” [Talking Points Memo, 9/1/15]
Cortez Masto Called On GOP Senate Candidates Rep. Joe Heck And Sharron Angle To Condemn Trump’s Remarks On Abortion. “Some candidates jumped on Trump’s recent comments about punishing women who get illegal abortions, which he later reversed his position and clarified that only abortion providers will be held responsible….In the open race for Senate Minority Leader Harry Reid’s (D-Nev.) seat, former Nevada Attorney General Catherine Cortez Masto in a statement called on GOP Senate candidates Rep. Joe Heck (R-Nev.) and 2010 GOP Senate nominee Sharron Angle to condemn Trump’s remarks on abortion.” [The Hill, 4/9/16]
Cortez Masto Called On Angle and Rep. Heck To Follow Gov. Sandoval’s Lead And Withdraw Their Support For Donald Trump And His Hateful Rhetoric. “Now, we’ll have to see whether Governor Sandoval’s flirtation with #NeverTrump develops into something more…Of course, it didn’t take long for Catherine Cortez Masto’s Campaign to react to this news…‘I urge my opponents, Sharron Angle and Congressman Heck, to follow the Governor’s lead and withdraw their support for Donald Trump if he wins the Republican nomination. It is time for politicians in both Parties to abandon Donald Trump and his hateful rhetoric like calling Mexicans ‘rapists,’ questioning President Obama’s legitimacy as President, and ‘punishing’ women who have abortions. As Nevada’s Attorney General, I stood up to scam artists, violent drug dealers, human traffickers, and the Big Banks. I hope my opponents on the other side of the aisle can find the same courage to stand up to Donald Trump.’ Seeing that both Joe Heck & Sharron Angle have never hesitated to state their support for Trump should he win the Republican Nomination. Angle has even gone further, suggesting she might have caucused for Trump as she’s praised his campaign.” [Let’s Talk Nevada, 4/13/16]
…WHILE CONGRESSMAN HECK CONTINUES TO SUPPORT DONALD TRUMP AND HAS DEFENDED HIS EXTREME AGENDA
Heck On Donald Trump: “He’s Out There Talking About What He Needs To Talk About To Run For President.” “So, what does Congressman Joe Heck, Nevada’s Republican candidate for US Senate, think of the guy at the top of the GOP presidential polls? ‘I don’t talk about Donald,’ Heck told News 3 after a morning event put on by the Las Vegas Metro Chamber of Commerce. ‘He’s out there talking about what he needs to talk about to run for President,’ Heck added after ‘Eggs and Issues,’ the Chamber’s breakfast debrief with local newsmakers. The Thursday event was held at Vdara in CityCenter.” [KSNV, 8/27/15]
KTNV: Heck “Swatted Away Suggestions” That Trump’s Rhetoric And Immigration Policies Would Hurt His Chances. “Heck also swatted away suggestions that Republican presidential front runner Donald Trump’s divisive rhetoric and plans to deport 11 million undocumented migrants would hurt his chances, saying that he won his demographically diverse congressional district by increasingly larger margins over the last three elections.” [KTNV, 3/14/16]
Heck Said It Was “Unfortunate” That Protests At Trump Rallies Have “Squelched” Trump’s Free Speech. During an interview with Kevin Wall, Joe Heck was asked, “Can I ask you thought about, and this goes to rallies by Donald Trump having to be canceled. This whole thing of First Amendment rights and do candidates have a First Amendment right to be heard without being interrupted?” Heck responded, “Well certainly, I mean the First Amendment applies universally to all forms of free speech and I think it’s unfortunate when you know that free speech is squelched as it has been.” [KKFT, 3/14/16]
Heck Said Despite Trump’s Attacks On Women And Minorities, “Anybody Who Wants To Restore America’s Greatness And Bring Back Jobs- I’m For.” “On the Hill, some Republicans are starting to warm up to Trump – including ones running in tough races. ‘I’ve always said I will support the Republican nominee,’ said Rep. Joe Heck, who is running for the open Nevada Senate seat long occupied by the retiring Democratic leader, Harry Reid. ‘I certainly don’t agree with how (Trump) talks about Hispanics, or women or minority voters. But when you look at eight years of failed Obama-Reid policies of languishing economic growth and stagnant wages, anybody who wants to restore America’s greatness and bring back jobs – I’m for.’” [CNN, 5/12/16]
Heck “Has Fallen In Line With Trump’s Position On Revoking Birthright Citizenship.” According to an article in The Hill, “Accepting that reality is critical to understanding just how bad 2015 has been for Republican senators running for reelection. They’ll now have to own Trump’s agenda when they face voters next year, especially since they’ve individually embraced Trump’s campaign and agenda. Sen. Pat Toomey’s (R-Pa.) campaign will benefit from aPennsylvania GOP fundraiser. Sen. Kelly Ayotte (R-N.H.) has praised his candidacy as a “positive thing” for the party. Sen. Ron Johnson (R-Mich.) hasboasted of channeling his inner Donald Trump on the campaign trail, saying that his own candidacy is “appealing” in the same way as “what’s resonating about Donald Trump.” Sen. Richard Burr (R-N.C.) said he was “delighted” by Trump’s passion. Rep. Joe Heck (R-Nev.) has fallen in line with Trump’s position on revoking birthright citizenship. The list goes on.” [The Hill, 12/11/15]

FACT: TRUMP HAS REPEATEDLY ATTACKED MEXICANS AND THEIR HERITAGE, ATTACKS THAT EVEN SPEAKER RYAN CALLED RACIST…
TRUMP ATTACKED MEXICANS
Trump Said Mexico Was Sending Drugs, Crime, And Rapists To The U.S.TRUMP: “When Mexico sends its people, they’re not sending their best. They’re not sending you. They’re not sending you. They’re sending people that have lots of problems, and they’re bringing those problems with us. They’re bringing drugs. They’re bringing crime. They’re rapists. And some, I assume, are good people. But I speak to border guards and they tell us what we’re getting. And it only makes common sense. It only makes common sense. They’re sending us not the right people.” [Donald Trump campaign announcement speech, 6/16/15]
Trump Would Build A Wall On The Mexican Border And Force Mexico To Pay For It. “Donald Trump says he would force Mexico to pay for a border wall as president by threatening to cut off the flow of billions of dollars in payments that immigrants send home to the country, an idea that could decimate the Mexican economy and set up an unprecedented showdown between the United States and a key regional ally. In a two-page memo to The Washington Post, Trump outlined for the first time how he would seek to force Mexico to pay for his 1,000-mile border fence, which Trump has made a cornerstone of his presidential campaign and which has been repeatedly scoffed at by current and former Mexican leaders.’ [Washington Post, 4/5/16]
TRUMP ATTACKED AMERICAN JUDGE’S MEXICAN HERITAGE
HEADLINE: “Trump’s Personal, Racially Tinged Attacks On Federal Judge Alarm Legal Experts.” [Washington Post, 6/1/16]
Trump Claimed That Judge Presiding Over Lawsuits Against Trump University Had An “Inherent Conflict Of Interest” Because Was “Of Mexican Heritage.” “Donald Trump on Thursday escalated his attacks on the federal judge presiding over civil fraud lawsuits against Trump University, amid criticism from legal observers who say the presumptive GOP presidential nominee’s comments are an unusual affront on an independent judiciary. In an interview, Mr. Trump said U.S. District Judge Gonzalo Curiel had ‘an absolute conflict’ in presiding over the litigation given that he was ‘of Mexican heritage’ and a member of a Latino lawyers’ association. Mr. Trump said the background of the judge, who was born in Indiana to Mexican immigrants, was relevant because of his campaign stance against illegal immigration and his pledge to seal the southern U.S. border. ‘I’m building a wall. It’s an inherent conflict of interest,’ Mr. Trump said.” [Wall Street Journal, 6/3/16]
Speaker Paul Ryan Called Trump’s Remarks About A Latino Judge “Racist.” “Speaker Paul D. Ryan, the nation’s highest-ranking Republican, on Tuesday called Donald J. Trump’s remarks about a Latino judge ‘racist,’ an extraordinary indictment that generated a fresh wave of criticism and panic from other Republicans.” [New York Times, 7/7/16]
Paul Ryan Said Trump’s Comments About A Federal Judge Being Biased Because Of His Heritage Were “The Textbook Definition Of A Racist Comment.” “House Speaker Paul Ryan ripped Donald Trump’s recent remarks saying a judge presiding over a lawsuit involving his business was biased because of his Mexican heritage as ‘the textbook definition of a racist comment.’” [CNN, 6/7/16]
…BUT HECK STILL HAS “HIGH HOPES” FOR A TRUMP PRESIDENCY AND CRITICIZED REPUBLICANS WHO DENOUNCE TRUMP
Heck: “I Have High Hopes That We Will See Donald Trump Become The Next President.” “Additionally, Heck is throwing his support to presidential candidate Donald Trump. ‘I have high hopes that we will see Donald Trump become the next president,’ he said.” [Pahrump Valley Times, 6/1/16]
Heck Criticized Republicans For Publicly Denouncing Trump, Saying It “Only Comes Back To Look Bad On The Party As A Whole.” “With the current presidential election, many Republicans are coming forward to say that they will not be voting for the Republican nominee, Donald Trump, in November. Heck said that Republicans publicly denouncing Donald Trump only comes back to look bad on the party as a whole.” [The Record Courier, 8/12/16]
Las Vegas Sun: Heck Said Republicans Who Denounced Trump Made The Party Look Bad, “You’re Entitled To Vote For Whoever You Want, But You Don’t Have To Add Gasoline To The Fire.” “Heck recently said Republicans publicly denouncing Trump make the party look bad. ‘You’re entitled to vote for whoever you want, but you don’t have to add gasoline to the fire,’ Heck said at the Sierra Nevada Republican Women’s Luncheon, according to the The Record-Courier newspaper in Gardnerville.” [Las Vegas Sun, 8/16/16]
Ralston: Congressman Heck Chose His Party Over Principle In Supporting Donald Trump. In his morning flash, Jon Ralston wrote, “First, Gov. Brian Sandoval expanded on his support for whomever the GOP nominee is and repeated his silliness that he caucused for Marco Rubio but does not endorse him. What? Then, after I mocked it, his press secretary reminded me that Sandoval once said he would not back Trump (as if that’s helpful). It’s a simple choice, really: You either take a stand against the guy or you don’t. Sandoval, Sen. Dean Heller, Rep. Joe Heck and others have chosen party over Trump’s noxious candidacy. So let’s just call it what it is: Fear of political damage.” [Ralston Morning Flash, 3/3/16]

Trump Mocked A Disabled Reporter At A Campaign Rally. “In an ad from Priorities USA Action, parents of a disabled child said Trump ‘mocked’ a disabled reporter at a campaign rally. Trump did mimic the man’s oddly angled right hand while flailing his arms and shouting in a strange voice. Disabled people and advocates said the candidate clearly was mocking him.” [PolitiFact,6/13/16]

In an editorial, the Las Vegas Sun wrote, “All that said, and even as Trump continues to flabbergast the nation with his lies, ignorance and conspiracy theories, five candidates who want to represent Nevadans in Washington — Heck, Tarkanian, Hardy, Amodei and Perry — are standing by him.” [Las Vegas Sun, Editorial, 8/14/16]
Washington Post: Heck Wanted Trump To Be President, And Didn’t Even Squirm At The Question. “Long before Donald Trump was a candidate for president, Rep. Joseph J. Heck (R-Nev.) was the Republican whom immigration reformers could do business with. He read the entire 2013 reform bill. He met with undocumented immigrants, sometimes praying with them. This year, Heck wants Trump to be president. Unlike most other Republicans, he doesn’t even squirm at the question.” [Washington Post, 7/16/16]
Columnist George Will: Heck Said That Trump’s Candidacy Has Energized Nevada Republicans. “Heck notes that Trump’s candidacy has energized Nevada Republicans. He says their February caucuses on a Tuesday evening attracted more participants than the 2008 and 2012 caucuses combined.” [Sunshine State News, Column, George Will, 8/12/16]
Heck On Trump: “We Brought More Folks Out This Year Than In 2008 And 2012 Combined,” And Trump “Won This State With Almost 50 Points. The Base Is Excited.” “The speakers also gave their resounding support for Trump while pushing an overall Republican message of needing to keep Congress under GOP control. Amodei and Heck, who is running for retiring Democratic U.S. Sen. Harry Reid’s seat against former Attorney General Catherine Cortez Masto, both said they liked Trump’s chances, especially in Nevada where polling shows a very close race between Trump and Clinton. ‘When you look at what the turnout was at our Republican caucus in February, we brought more folks out this year than in 2008 and 2012 combined,’ Heck said. ‘He won this state with almost 50 points. Trump Set Off Alarm Bells Among U.S. Allies By Suggesting He Would Not Honor Core Tenet Of NATO’s Military Alliance – Comments That Were Perceived By Some Analysts As Carte Blanche For Russia To Intimidate NATO Allies. “Donald Trump set off alarm bells in European capitals Thursday after suggesting he might not honor the core tenet of the NATO military alliance. Trump said the U.S. would not necessarily defend new NATO members in the Baltics in the event of Russian attack if he were elected to the White House. He told The New York Times in an interview published Thursday that doing so would depend on whether those countries had ‘fulfilled their obligations to us’ in terms of their financial contributions to the alliance. ‘You can’t forget the bills,’ Trump told the paper. ‘They have an obligation to make payments. Many NATO nations are not making payments, are not making what they’re supposed to make. That’s a big thing. You can’t say forget that.’ Trump’s comments were perceived by some analysts as carte blanche for Russia to intimidate NATO allies and a potential harbinger of the alliance’s collapse were Trump to be elected.” [NBC News, 7/21/16]
Trump Questioned The Need For NATO, The Backbone Of Western Security Policy Since The Cold War. “Donald Trump outlined an unabashedly noninterventionist approach to world affairs Monday, telling The Washington Post’s editorial board that he questions the need for the North Atlantic Treaty Organization, which has formed the backbone of Western security policies since the Cold War. […] Trump said that U.S. involvement in NATO may need to be significantly diminished in the coming years, breaking with nearly seven decades of consensus in Washington. ‘We certainly can’t afford to do this anymore,’ Trump said, adding later, ‘NATO is costing us a fortune, and yes, we’re protecting Europe with NATO, but we’re spending a lot of money.’” [Washington Post, 3/21/16]

Joseph Dunford indirectly but strongly rejected Thursday the campaign statements of Republican presidential frontrunner Donald Trump that ‘torture works.’ Put on the spot about Trump’s remarks by Rep. Betty McCollum, a Democrat from Minnesota, Dunford didn’t respond directly but made clear that torture was out of bounds for a military that embodies American values. ‘One of the things that makes me proud to represent this uniform is that we represent the values of the American people,’ the general said in testimony before the House Appropriations Defense Subcommittee. While he never mentioned Trump’s name, he said, ‘When our young men and women go to war, they go with our values.’” [Military.com, 2/25/16]
Trump Said He’d Force U.S. Military To Commit War Crimes. “In an answer at Thursday night’s presidential debate, tycoon Donald Trump said he would force the U.S. military to commit war crimes. Mr. Trump has suggested that he’d order the U.S. military to kill families of Muslim terrorists and institute interrogation techniques worse than waterboarding, itself widely condemned as torture. Torture and retaliatory executions are both war crimes under international law. […] ‘They won’t refuse. NORTH KOREA
New York Times: North Korea Applauded Trump’s Threat To Withdraw Troops From South Korea. “On Wednesday, the official newspaper of North Korea’s ruling Workers’ Party published a commentary praising Mr. Trump’s threat to pull American troops out of South Korea if elected president, unless Seoul pays more for their presence. It said the threat had shocked South Korean policy makers, who it characterized as servants of America, a standard theme of the North’s propaganda. […]In a March interview with The New York Times, Mr. Trump accused South Korea of not contributing enough toward the cost of keeping tens of thousands of American troops in the country, suggesting he might withdraw them if elected.” [New York Times, 6/1/16]
Trump Said He Would Be Willing To Withdraw U.S. Forces From Japan And South Korea If They Did Not Substantially Increase Their Contributions To Maintaining Troops. “He also said he would be open to allowing Japan and South Korea to build their own nuclear arsenals rather than depend on the American nuclear umbrella for their protection against North Korea and China. If the United States ‘keeps on its path, its current path of weakness, they’re going to want to have that anyway, with or without me discussing it,’ Mr. Trump said. And he said he would be willing to withdraw United States forces from both Japan and South Korea if they did not substantially increase their contributions to the costs of housing and feeding those troops. ‘Not happily, but the answer is yes,’ he said.” [New York Times,3/26/16]
North Korea Claimed Advancements In Ballistic Missile Technology And Called For Further Nuclear Warhead Tests. “North Korean leader Kim Jong Un claimed a key advance in ballistic missile technology and called for further missile and nuclear warhead tests ‘in a short time,’ the latest in a string of recent threats aimed at creating fear of war in the U.S. and South Korea. Mr. Kim observed a simulation of a ballistic missile warhead’s ability to withstand the heat and pressure of its descent to target, according to a report from the nation’s state news agency published Tuesday. HECK REPEATEDLY VOTED TO CUT PELL GRANTS…
Heck Voted For A Budget That Reduced The Number of Students Eligible for Pell Grants, Froze Pell Grants And Eliminated Mandatory Funding Stream. As reported by Politico, “The budget requires the president and Congress to submit a plan to ensure the viability of the Social Security Trust Fund and to reduce the number of students eligible for Pell Grants. […]Under the proposal, the maximum Pell Grant award would be frozen at the current $5,730 amount for the next 10 years. The budget would also leave all of the Pell Grant program’s funding up to the discretion of Congress each year, eliminating the mandatory funding stream that currently funds part of the program. In addition, the budget would impose an unspecified income cap on students who receive a Pell Grant and eliminate the grant for students attending college less than half time.” [CQ, 4/10/14; H.Con.Res 96, Vote 177, 4/10/14; Politico, 4/1/14]
Heck Voted To Cut 9.6 Million Students Pell Grants By More Than $1,000 In 2014 And Eliminate Pell Grants For More Than 1 Million Students. “The Department of Education would be cut by more than $115 billion over a decade. 9.6 million students would see their Pell Grants fall by more than $1000 in 2014, and, over the next decade, over one million students would lose support altogether. DENISE & ADRIAN MARTINEZ:
“He’s a Mexican”
TRUMP LAUNCHED A SERIES OF RACIALLY TINGED ATTACKS ON A FEDERAL JUDGE, AND SAID HE COULD NOT DO HIS JOB BECAUSE HE WAS OF MEXICAN HERITAGE…
HEADLINE: “Trump’s Personal, Racially Tinged Attacks On Federal Judge Alarm Legal Experts.” [Washington Post, 6/1/16]
Trump Claimed Federal Judge Gonzalo Curiel Could Not Preside Over His Case Without A Conflict Of Interest Because He Was “Of Mexican Heritage.” “In an interview, Mr. Trump said.” [Wall Street Journal, 6/2/16]
Trump On Why He Thought U.S. District Court Judge Gonzalo Curiel Was Making His Rulings: “He’s A Mexican. We’re Building A Wall Between Here And Mexico.” “The presumptive GOP nominee said U.S. District Court Judge Gonzalo Curiel, a federal district judge in the Southern District of California, has made ‘rulings that people can’t even believe.’ ‘He’s proud of his his heritage. I respect him for that,’ Trump said, dismissing charges that his allegation was racist. ‘He’s a Mexican. We’re building a wall between here and Mexico.’ At the end of a lengthy exchange, Tapper asked: ‘If you are saying he cannot do his job because of his race, is that not the definition of racism?’ ‘No, I don’t think so at all,’ Trump said… ‘If he was giving me a fair ruling, I wouldn’t say that,’ Trump told Tapper, pointing again to Curiel’s background. ‘I think that’s why he’s doing it.’ ‘I’m building a wall. I’m trying to keep business out of Mexico. Mexico’s fine,’ Trump said. ‘He’s of Mexican heritage, and he’s very proud of it, as I am of where I come from.’” [CNN, 6/3/16]
Trump Said It Was Just “Common Sense” That A Judge Proud Of His Mexican Heritage Would Be Biased Against Him Because Of His Plan To Build A Border Wall. DICKERSON: “Yes, I guess I’m just confused how that – what his Mexican parents have to do with that. Let me–” TRUMP: “Excuse me. I want to build a wall. I can – I don’t think it’s very confusing.” DICKERSON: “Well–” TRUMP: “It has nothing to do with anything except common sense. We have to stop being so politically correct in this country. And we need a little more common sense, John. And I’m not blaming. I’m proud of my heritage. We’re all proud of our heritage. And I want to build a wall. Now, the Hispanics, many of them like what I’m saying. They’re here legally. They don’t want people coming and taking their jobs and taking their house and everything else. They don’t want that.” [Face The Nation, CBS, 6/5/16]

Immigration critics have long-sought its end. And Joe Heck? ‘I think it needs to be part of the discussion,’ Heck told News 3. ‘People want to talk about immigration reform, so if we’re going to talk about immigration reform, then let’s talk about all aspects of immigration reform.’ ‘Everything that everybody wants to talk about regarding immigration should be on the table so that we can come up with an answer that hopefully will put the question to rest and develop an immigration system that works for our country,’ Heck said.” [KSNV, 8/27/15]
