Working under the responsibility of: Head of Mission

Responsibilities and particular assignments :
Overall objective :
Under the direct supervision of the Head of Mission and through a functional link with the Deputy Head of Mission, the Grants Officer is responsible of the drafting of concept papers, proposals, reports, and M&E result presentations. He/she gathers all necessary information on the ongoing projects in order to adequately communicate on PU-AMI’s activities.

Tasks and responsibilities
-  Reporting and donor relations: with the validation from HoM and HQ, and jointly with the project managers (defined by HoM), he/she leads the elaboration of all donor documents (concept notes, proposals, interim and final narrative reports, amendments)

- M&E process: under the supervision of HoM and jointly with the Deputy Medical Head of Mission and other project managers, he/she ensures that quality standards are respected in the project implementation, through preparation of monitoring tools, analysis and presentation of the data for reports.

- Visibility and communication: he/she actively contributes to the visibility of donors and PU-AMI within the frame of the projects, and ensures the preparation of external communication tools.

- Representation among external stakeholders, as requested by the HoM.

• Specific objectives and linked activities
1. REPORTING / DONOR RELATIONS
 Under the supervision of HoM, he/she is involved in developing a fund-raising strategy, he/she identifies and lobbies with donors and partners and prepares information brochures about PU-AMI activities in Afghanistan.
 He/She ensures contractual deadlines for donor reporting, as well as contractual templates, are known and respected by the operational team.
 He/She makes sure - with the project managers and head of base (defined by HoM) -that all relevant information and data is collected in a timely and quality manner to be included in the reports.
 He/She reports in a timely manner and with an attention to quality to donors (coherence of data, quality of writing, justification of the gaps and variation, measurement of indicators, results and objectives, spelling).
 In collaboration with the HoM and other project managers (defined by HoM), he/she prepares all necessary attachments and annexes to the reports.
 He/She ensures that final versions of reports and proposals are communicated to the operational team.
•  He/She effectively files all documents related to PU-AMI activities in Afghanistan
2. VISIBILITY/ COMMUNICATION
 He/She collects and stores information, stories, photos and videos.
 He/She ensures that visibility requirements from donors are respected
 Under the supervision of HoM and in accordance with HQ communication policy, he/she writes blog notes, website updates or stories.
 Under the supervision of HoM and in accordance with HQ communication policy, he/she designs a brochure on the Afghanistan program for dissemination.
He/She collects all relevant information from various sources, including PU-AMI staff, UN sources, MoPH or other stakeholders
3. MONITORING AND EVALUATION
 He/She participates in the development of the questionnaires and methodological tools (needed for baseline, follow-up, survey) with the Deputy Head of Mission and controls their adequacy with donor requirement in terms of monitoring and impact measurement
 He/She receives the monitoring and evaluation data from the field, verifies it, and presents it in charts, tables and graphs for public, internal use and dissemination.
 He/She seeks stories from the field teams and prepares them for publication.
 He/She develops and updates village profiles of all partner communities.
He/She establishes highly efficient communicational ties with the field

4.  REPRESENTATION
 At the request of his/her superior, he/she participates in coordination meetings, health cluster, and is an active attendee of these meetings.
Under the supervision of the HoM, he/she ensures information is efficiently communicated to other stakeholders.
Focus on 3 priority activities relating to the context of the mission

 Proposal writing and reporting / preparation of final reports for BPHS/EPHS
 Participates in the strategy to develop integrated new programs in 2014 (WASH, nutrition, etc) and write proposals accordingly
