Purpose and Scope of Assignment

Under the overall guidance and direct supervision of the Project Manager/Senior Road Engineer, the material Engineer, will work closely with the technical and project support team to provide the necessary technical expertise for the project implementation, ensuring compliance of quality control plans, materials, test procedures, specifications and work methodologies with the project Agreement terms, MoPW procedures and specifications. The Material Engineer’s responsibilities include, but are not limited to:

·         Support the entire project including road, road structures and bridges in implementation process.
·         Responsible for establishing at the outset procedures with time limits for the inspection, sampling and testing of the materials and all other QC/QA requirements
·         Responsible for the quality assessment of materials, by witnessing and/or conducting frequent laboratory tests.
·         Undertake research and testing in accordance with Standard Test Procedures.
·         Carry out periodic reviews of materials testing procedures to ensure they meet current needs.
·         Provide advice to field divisions on relevant issues of road and bridge construction materials.
·         Assist in providing training on construction materials and testing procedures.
·         Identifying areas of research required in connection with road construction materials and related issues.
·         Carry out maintenance works of Lab offices and equipment etc.
·         Ensure that all lab equipment are in correct working order and are properly calibrated.
·         Periodically review lab equipment needs and report to Project Manager.
·         Arrange tests for which testing facilities are not available in the regional Laboratories.
·         Manage and supervise the laboratory technicians and ensure that all test procedures are complied with AASHTO & ASTM standard procedures.
·         Record all results and approve the material test results
·         Ensure that material sources have been procured and sourced prior to the commencement of projects.
·         Carry out field soil investigations for major embankments, embankments on soft ground and foundation of bridge/culverts.
·         Assist in reviewing Standards & Specifications and Quality Control (QC) procedures.
·         Carry out investigation of particular failures in road/bridge construction works.
·         Assist in providing training on soil mechanics, geotechnical materials investigation and materials properties.
·         Carry out investigation of particular failures in road/bridge construction works.
·
·         Review all standard test forms to be used during laboratory tests, QA/QC testing schedules and procedures and evaluate results as appropriate.
·         Review contractor practices and conventional methodologies and make recommendations where remedial action is required
·         Work with various engineers and design experts for establishing procedures with time limits for the inspection, sampling and testing of materials.
·         Conduct initial survey queries on sources of materials, ensuring quality and compliance with the specifications.
·         Provide technical advice and assistance to contractors to ensure that economical and quality materials are purchased.
·         Track and report all non-conformances to the Project Manager.
·         Maintain close relationship with UNOPS QA/QC Office.
·         Implementation and monitoring of quality assessments.
·         Recommendation of solutions to quality problems and control of further processing, delivery, installation or use until proper disposition of non-conformance or unsatisfactory materials.
·         Perform other duties as may be assigned.
