This is because paid services usually invest your money in the maintenance of their infrastructure, which is a key requirement for running a scalable  VPN service. As the number of users increase, these services need to upgrade their hardware so that the servers can withstand the additional load.

If a VPN service is a paid one, it is usually more reliable compared to a free service that may not be able to provide sufficient resources required to handle a growing user base.
