Impossible to have 2 instances of FR on a W2K3 terminal/server environment ?

Here is my concern : FR is installed on a W2K3 machine running terminal/server. It is configured so that the database (RSSENGINE) resides in the "application data" directory of the user.

When a user connect from his light terminal, everything is OK, FR starts and runs well.

Unfortunately, if a second user connects to the server with another login name and starts FR, he receives the message "Another instance of program is running" and he is not able to start the program.

Now, if the first user quits, then the second one can start FR and work correctly with his own configuration and his own RSSENGINE database.

I thing that FR should be able to be started by more than one user on such terminal/server configuration. Indeed, a situation where the same user connects from two terminals with the same login name could be handled differently, a I understand that the RSSENGINE database can be connected by only one client.

Is it a known detour available for that situation ?
Maybe, FR should check if its database is already opened instead of checking if another instance is already runing on the system ?

I can imagine that the same problem exists when switching between 2 users on a Windows XP machine ?
